Instigate a new ‘striker rate’ in the Merchant Marine - Ship Security Specialist.
Send then to the Maritime Academy with special emphasis on weapons training, anti-terrorism classes and maritime law concerning piracy and rules of engagement.
Place a team on every ship with adequate firepower. A medium machine gun bow & stern, automatic rifles and automatic shotguns. A couple of M-79 grenade launchers would also be handy. When pirates approach, warn them off, and if they persist, blow them out of the water.
(Or just place a few specially trained U.S. Marines on board.)
